Before viewing any Stage and Theme of your assessment, all blocks will be grey except stage one, which there are no assessments for. The blue block indicates which Stage and Theme you are currently assessing.
Once you have viewed a particular Stage and Theme, that block will turn white to indicate that you have viewed it.
